DataLex is government initiative that functions as an Armenian e-management system for the courts. However, for non-legal users its repository of categorised judicial information is difficult to decode. As a result of poorly designed interfaces, even legal experts can struggle using the system. The DataLex system holds information of almost all past and present cases that were processed through the legal system.

UNDP Armenia’s Innovation Unit, Kolba Lab, will be doing thorough data analysis to provided high-value quantitative insights that, when combined with pre-existing qualitative expertise can support an expansion of free legal aid provision, as well as enhanced analytical capabilities within the government, the Ombudsman, civil society, the media and academia.

Such a tool could also increase availability of legal aid, both as an initial diagnosis tool, and through freeing up the human resources of those CSOs currently involved in the time-consuming process of searching case histories. Ultimately the citizen, as a user of legal services will benefit from this action.

Specific Objectives:

  1. To increase the availability and quality of free legal aid services in Armenia;
  2. To support the Government’s analytics capacity within the Office of the Prime Minister and the Ministry of Justice;
  3. To explore predictive modelling capabilities.
